Cave loot crates and desert loot crates. As you might guess, the desert loot crates will mostly drop Scorched Earth items, since the desert is the SE biome on Ragnarok, but SE also has rexes and drops rex saddles in the beacon loot drops. I think also the higher level beacons.Rag and scorched have a large number of desert drops (actually deep-sea loot crates) which stand a solid chance of dropping journeyman+ equipment and saddles. I usually have decent luck with deep sea loot crates, too, so maybe start including those as well. I honestly don't know any other way without using commands or mods.
